Why are we describing the Harugei Beitar based on how many pairs of Tefillin they found? Beitar happened after Churban Bais Hamikdash, and an Avel is not allowed to wear Tefillin. The Tefillin were a siman that they were not mourning the Bais Hamikdash properly... B'Rosh Harugei Beitar - the heads. How were both pairs of Tefillin on their heads? Sugya: חורבן בית המקדש
